BD&K is divided into two units that perform the following functions:

• Policy Unit

  • Coordinating, reviewing, updating, and preparing circulars issued by the Director General of Federal Lands and Mines, as well as related circulars;

  • Providing legal and land administration advisory services to the states under its purview;

  • Conducting studies and research on issues and problems concerning land legislation and administration; 

  • Prepare and coordinate responses to relevant Parliamentary questions; and

  • Collecting data on Malay Reserve Land across Peninsular Malaysia for record-keeping purposes and to address Parliamentary questions.

     

• Legal Unit

  • Responsible for the National Land Code (NLC), including proposed amendments thereto; 

  • Conducting studies and research on issues and problems concerning land legislation and administration;

  • Preparing and coordinating responses for the Cabinet Meeting, the National Land Council, and the Directors of Land of Malaysia;

  • Prepare and coordinate responses to relevant Parliamentary questions; and

  • Technical Meeting Secretariat for the Amendment of the National Land Code.

• Conducting management audits of District and State Land Administrations in collaboration with state audit units, focusing on key areas such as Registration (dealings and non-dealings), Land Development, Land Disposal, Revenue, and Enforcement;

• Scheduled auditing based on the 'Follow-Up, Follow-Through' concept (JKPTG Strategic Plan);

• Study on compliance with the National Land Code 1965 and related land laws;

• Implementation of the Land Office Star Rating;

• Research and study land administration problems or issues related to the duties performed within the Land Administration;

• Audit on the implementation of decisions from meetings, conferences, and seminars held, as well as directives, circulars, and guidelines issued.

• Review and evaluate progress reports submitted by State and District Land Administrations, based on the audit and monitoring visits conducted.

1. Conducting a study and review of the Land Acquisition Act 1960 and the Land Acquisition Rules.

2. Drafting and preparing Director General of Lands and Mines (KPTG) circulars, guidelines, directive letters, and Standard Operating Procedures (SOPs) related to land acquisition matters.

3. Providing advisory services regarding the Land Acquisition Act 1960, Land Acquisition Rules, KPTG circulars, guidelines, directive letters, and SOPs related to land acquisition matters.

4. Aligning Key Performance Indicators (KPIs) and Key Work Targets (KWTs).

5. Managing administrative, human resource, and financial affairs at the Division level.

6. Conduct training for all special duty officers.

7. To monitor the land acquisition process for Federal projects at the state level to ensure implementation within the stipulated timeframe and in accordance with prevailing laws.

8. Coordinate land acquisition matters with the KJP.

9. Monitor the issuance of Form K, the endorsement of Form K, and Survey Applications (PU).

10. Conducting site visits and inspections regarding land acquisition and special personnel.

11. Providing feedback on issues and complaints regarding land acquisition and special personnel.

12. Preparing reports and data regarding land acquisition and special personnel.

13. Coordinate and monitor the updating of records in the system.

14. Manage the temporary assignment and mobilization of special duty officers based on requirements.

15. Prepare Land Ownership Transfer (PMT) and Strata Ownership Transfer (PMS) reports.

• To formulate, coordinate, monitor, and facilitate the implementation of policies, legislation, and governance regarding strata ownership, as well as the disposal of underground land and stratum ownership, ensuring they are sustainable, effective, and relevant in supporting the implementation of national development policies and the well-being of the people.

• Providing advisory or consultancy services regarding strata and stratum ownership legislation to stakeholders.

• To plan, coordinate, and implement human capital development programs for land administration authorities and relevant government agencies, as well as publicity, education, and awareness programs for the private sector and the general public.

• Manage and analyze inquiries/complaints regarding the management of strata and stratum titles, and facilitate the resolution of such inquiries/complaints.

• Coordinating and managing government funds, and implementing programs to resolve strata title applications—specifically for the categories of old buildings and "special buildings"—under Section 4 of the Strata Titles Act 1985.

• Provide advisory and consultancy services regarding the development of state strata electronic systems and facilitate their implementation.

• Manage the Division's affairs—including human resources, finance and procurement, and general administration—in accordance with prevailing regulations.

The establishment of this Integrity Unit represents an internal control measure by the agency to manage integrity within the organization. The unit is responsible for carrying out six (6) core functions, as follows:

1. Governance

   • To ensure that the highest standards of governance are implemented within the organisation.

2. Integrity Enhancement

   • To ensure the cultivation, institutionalisation, and implementation of integrity throughout the organisation.

3. Detection and Verification

   • To detect and verify complaints relating to criminal misconduct, as well as breaches of the organisation's code of conduct and ethical standards, and to ensure that appropriate follow-up actions are taken; and

   • To report criminal misconduct to the relevant law enforcement agencies. 

4. Complaints Management 

   • To receive and take appropriate action on all complaints or information relating to criminal misconduct, as well as breaches of the organisation's code of conduct and ethical standards. 

5. Compliance

   • To ensure compliance with all applicable laws, regulations, and rules in force.

6. Disciplinary Matters

   • To perform the secretariat functions of the Disciplinary Board.

• Assist in the drafting of legislation and subsidiary legislation under the Department’s purview.
