This circular serves to inform of the requirement for all Federal Ministries and Departments in the State of Sabah and the Federal Territory of Labuan to use a standardized sublease agreement, and outlines the regulations that must be adhered to in order to expedite the signing of such agreements by the Federal Lands Commissioner.

This circular is issued with the objective of:

1. Facilitating the Federal Land User Agency (KJP) in verifying that the land applied for is exclusively State Land;
2. Enabling the State Department of Director General of Lands and Mines (JKPTG) to assist the KJP in identifying suitable locations for Federal Government projects; and
3. Allowing the State JKPTG to make preliminary preparations for the monitoring of these land applications.

This circular is issued to inform all Controlling Officers of Ministries or Agencies that utilize Federal land regarding the time limits for possessing and holding Federal-owned or Federal-reserved land that has not been, or is not being, developed.

This circular aims to provide guidance to Directors of Lands and Mines and Land Administrators regarding prosecution procedures for cases involving failure to apply for the subdivision of a building, in accordance with the provisions of Section 8 of the Strata Titles Act 1985.
