This circular is issued to advise Land Administrators regarding the requirements of Section 426A of the National Land Code, which mandate that an authority card must be presented by the Registrar, Land Administrator, Assistant Land Officer, or any authorized officer when they effect an arrest or seize a vehicle (such as a car or tractor) or agricultural implements in connection with offenses involving the illegal occupation of State land, reserved land, or mining land, or in connection with the extraction or removal of rock materials.

This circular is issued to advise State Directors of Lands and Mines and Land Administrators regarding the parties authorized to prepare pre-computation plans for matters relating to land development—namely, applications for subdivision of land (Section 137 of the National Land Code (NLC)), simultaneous applications for alteration of conditions and subdivision (Section 124A of the NLC), and applications for surrender and re-alienation (Section 204D of the NLC)—in accordance with the amendments to the NLC introduced via the National Land Code (Amendment) Act 2008 [Act A1333], which came into effect on 1 January 2009.
