The Policy and Consultation Division (BD&K) formerly known as Section of Research and Development Study is a division that was created after the restructuring of the Department of the Director General of Federal Land and Mines (JKPTG) in 2015.BD&K is one of the divisions under the Management and Legal Development Sector (SKPP) ), JKPTG.
BD&K is divided into 2 units that perform the following functions:
1. Policy Unit
(i) Coordinating, reviewing, updating and preparing the Circular of the Director General of Federal Land and Mines and related circulars;
(ii) Provide legal advice and land administration services to the responsible states;
(iii) Carry out studies and research on issues and problems involving legislation and land administration;
(iv) Prepare and coordinate answers to relevant Parliament questions; and
(v) Collecting data on the Malay Reserve Land throughout Peninsular Malaysia for record purposes and the needs of Parliamentary questions.
2. Legal Unit
(i) Responsible for the National Land Code (KTN) including proposed amendments;
(ii) Carry out studies and research on issues and problems involving legislation and land administration;
(iii) Prepare and coordinate feedback from the Council of Ministers, the National Land Council and the Malaysian Land Director;
(iv) Prepare and coordinate answers to relevant Parliament questions; and
(v) Secretariat to the Technical Meeting on the amendment of the National Land Code.
• Create modern land management at the Federal and State levels through an efficient and up-to-date management and legal system;
• Studying land laws and related laws for the purpose of research on development policies and land laws from time to time;
• Conduct research on current issues in land management and to resolve by amending and enacting laws;
• Help improve the management and administration of the Land Office to a professional standard; and
• Help create a modern, efficient and effective land management system at the state and district level.
